The workshop on the implementation of the new Area of Special Concern Act

On 4th February 2015, Project Manager Ljiljana Bozić-Krstanović (Center for Peace) and Project Coordinator for the Brod-Posavina County, Natasa Kovacevic (IPC) participated in workshop on implementation of the new Area of Special Concern Act, organized by the National Office for reconstruction and housing.

Intention of the workshop  was to educate the representatives of regional state administration offices  and competent administration authority of the City of Zagreb, as well as civil society organizations, , on resolution process  related to housing care requests. During  the workshop a following was presented:  realisation of Plan for housing care in 2014 ; implementation of the Area of Special Concern Act (OG 86/06, 57/11, 51A/13, 148/13,76/14 i 147/14) and overview of the latest amendments to the said Act. Participants were also informed of preparation efforts of the new Law on housing care in accordance with the Law on Regional Development in 2015 (OG 147/14).

State Office for reconstruction and housing care presented  final results of housing care plans for 2014 and pointed out the following conclusions:

- A high level of of completion in cases of users of organized accommodation and other users in accordance with the priority list;

- satisfying degree of completion in cases of former tenancy rights holders hence, these procedures should be intensified;

- Revision of refugee and displaced persons status  was not  completed in accordance with the Decision which should be done as soon as possible;

- Reconstruction cases should be  prioritized  as deadline for applications expired in 2004.  If beneficiaries do not exercise their right under the Law on Reconstruction, they may become beneficiaries under the Area of Special Concern Act.


In the second part of the workshop,  an online platform for documenting  first instance decisions of state administration offices  and administrative authorities of the City of Zagreb was presented as well as standard-type solutions for reconstruction and housing care cases.
