The community meeting “Improving the Quality of Employment of Roma in Zagreb”

Information Legal Center (ILC) has organised a community meeting entitled “Improving the quality of employment of Roma in Zagreb in Zagreb within the project “Free Legal Assistance to Roma in Civil Registration in the Republic of Croatia” and in cooperation with the Council of Roma National Minority in Zagreb. The community meeting was held in the local community building in Kozari Bok on 28 November 2014.

The guests of the meeting were Aleksa Dokic, Assistant Director of the Government Office for Human Rights and Rights of National Minorities; Mirko Markovic, Adviser of the Government Office for Human Rights and Rights of National Minorities; Zeljko Zaninovic, Head of the City Office for relations with national minorities and religious communities in Zagreb and Marija Halic, representative of the Croatian Employment Service (CES), Regional Office Zagreb.

37 citizens, members of Roma national minority attended this community meeting. Mr. Nedjatin Kamberovski, President of the Council of Roma National Minority (CRNM) in Zagreb and Mrs. Talita Jasarevski, member of the CRNM in Zagreb, were the moderators of this community meeting. 

Mrs. Marija Halić emphasized in her presentation that improvements concerning employment of Roma population have been noticeable year after year. CES employed 59 members of Roma through their programme and besides that the number of Roma as employers is increasing. She mentioned which programmes exist for Roma and which opportunities offer CES. The issue of high unemployment still remains, not only Roma but the other population as well which has been related to the general situation in the society, but is has been particularly notable with the Roma due to lack of education. Mr. Halić invited all present to promote the continuation of education in their communities because that is the only way to compete in the labour market.

Mr. Mirko Marković stated that employment of Roma will be the topic of the next session of the Committee for monitoring Strategy for Roma. Besides that, he invited all present Roma adults who are uneducated to include in the education programs. Moreover, he mentioned that all members of Roma national minorities may request the recommendation from the President of the Committee when applying for the job in one of the institutions. Mr. Markovic stated that all adults who plan to educate (complete High School) have to see deficitary professions and register these professions in order to get the job easier.

The most frequent comments and questions asked on the community meeting were referring to the discrimination that Roma are exposed to as the member of the national minority, thus employers do not call them for a job interview. Other issue is that they are uneducated and because of that not competitive in the labour market. Most of the participants were interested how to find jobs or how to additionally educate for claimed professions. Besides that gathered citizens brought up issue that arisen in the community when the substation burnt and all households lost electricity so the children cannot write down home works.

The guests of the community meeting tried to assist citizens with advises and invited them to unreservedly approach them in case if they would have some enquires concerning employment. They also invited citizens for the patience during finding the best resolution for the re-electrification.

All guests accentuated an importance of education and acquiring competences for the labour market, and active inclusion in job searching.

The community meeting last hour and the half, and the conclusion of all there was that meetings like this should be organised more often.
