Public Discussion “Supporting Education in Roma Community”

On 20 August 2014 IPC organized a public discussion in Zagreb. The topic of this public discussion was “Supporting Education in Roma Community”.

Guests at the public discussion were Smiljan Kundert, representative of the Ministry of Science, Education and Sport; Mirko Markovic and Alen Tahiri, representatives of the Government Office for Human Rights and Rights of National Minorities;  Iva Stimac, representative of the Town Education Department and Nura Ismailovski, member of the Council of the Roma National Minority, the Town of Zagreb.

40 citizens attended this public discussion, as well as the local media.

Smiljan Kundert stressed that the Ministry has been trying to help all the children, members of Roma national minority, according to the National Strategy for Roma; the Ministry offers scholarship to all Roma children who are attending elementary, high school or faculties, but the Ministry itself has no impact on willingness of Roma students to finish the school and graduate. He also pointed out necessity of achieving better communication between all relevant stakeholders (children-parents-educational institutions) in order to increase the number of graduated Roma children from the high schools or faculties.

Mirko Markovic presented the work, goals and activities of the Government Office for Human Rights RoC regarding education of Roma. In January 2014 the Commission for Monitoring National Strategy for Roma decided that they will only financially support education in Roma community, but he could not provide the details on that decision because the Commission has not established yet criteria for it. He stressed that the number of graduated Roma children is increasing every year which is very positive for the future development of Roma community.

Iva Stimac provided the number of Roma children who are attending schools in Zagreb County and in what way the Town Department can assist these children. The Town of Zagreb is one of the few in Croatia that has decided to grant free school books to all children. Furthermore, Roma children and youth who are attending high schools or faculties are entitled to apply for the Town's scholarships.  She also listed criteria for enrolment in high schools and noted that the criteria changes every year.

Nura Ismailovski pointed out the importance of informing parents and children about the impact of education on the future quality of life. She welcomed the decision of Zagreb city for giving free schoolbooks to all pupils and the decision of City for granting scholarships to the members of Roma community. She has also mentioned the problems that have arisen during enrolment to schools in relation to annulment of scores which gave priority to Roma children upon registration.

During the public discussion that lasted for two hours, the citizens were very active, they asked numerous questions, made comments and sought advice from the guests.
