PUBLIC DEBATE “STATUTORY NAD SOCIAL ROMA RIGHTS

IPC organized a public debate „ Statutory and social Roma rights“ in Kozari Bok in Zagreb on 16 April 2014, as one of the activities of the “Free Legal Assistance to Roma in Civil Registration in Croatia” project.

Guests at the debate were Natalija Kovacevic – Zagreb Police Department, Sanja Kusic – Registry Office Crnomerec and Romana Cagalj Vilic – Centre for social welfare Zagreb. Moderator of the public debate was Nedjatin Kamberovski, president of the Council of Roma National Minority in Zagreb and IPC's external associate.

Natalija Kovacevic – emphasized the importance of prompt residence registration in Croatia for all foreigners. She also pointed out the essential condition for approving residence in Croatia - importance of owning a valid passport. Consequence of not having it is time consuming procedure for approving residence provided by MoI, which often results with negative decision. Also, aggravating circumstances are complicated procedure of issuing passports and the fact that embassies of Kosovo, Macedonia and Serbia are not equipped with technology for issuing biometrical passports.

Sanja Kusic – stated examples from practice when parents did not register their children in Birth registrar for years so for all those persons ​​subsequent enrolment was initiated which is a long and complicated procedure. Additionally, she stated examples from practice when Roma women gave birth using borrowed Health insurance card, which resulted with enrolling children in Birth registrar with another identity and different parents, and ways in which such cases are resolved.

Romana Cagalj Vilic presented the work and competences of the Centre for Social Welfare, and pointed out the changes that have occurred in accordance with the new Social Welfare Act.

36 citizens, members of Roma minority, attended this public debate and they expressed need for organizing further public debates.
