Community meeting in Pula

On 28 October 2016, community meeting " Realization and regulation of status and social rights" was held at the Cultural Center – Karlo Rojc in Pula.

Guests of the community meeting were Mr. Fabrizio Radin, Deputy Mayor of the City of Pula, Mrs. Tanja Lorencin Matic, Director of the Regional Office of Croatian Employment Servis in Pula, Mrs. Ingrid Cossetto Bolonovic, representative of Istrian Police Department, Mrs. Andrea Persin Horvat and Mrs. Sonja Ruzic, representatives of the Centre for Social Welfare in Pula.

In his speech, Mr. Radin stressed the good cooperation with the Roma community in the town of Pula, noting that the City is doing all within its means. He pointed out the problem of evictions of 30 persons who illegaly moved in in the private building and that among them only two  persons are members of the Roma minority.

He also stressed that in the City of Pula there are no illegal Roma settlements which exist throughout the Republic of Croatia and that the Roma in Pula are integrated into society. He called on all those present citizens to contact them in the City Administration, if they have any inquiries.

Mrs. Lorencin Matic  presented the employment measures  to which the citizens can apply through Croatian Employment Service (CES). She pointed out that  Pula area does not  have a lot of Roma who are registered as unemployed with the CES. Most of the Roma, who are employed, are working in seasonal jobs or in construction. In her speech, she explained the rights and obligations of persons who reportto CES as unemployed and what are the consequences of irregular fulfillment of obligations. She pointed out the fact that 70% of Roma population have not completed primary school which  which will present the problem  in searching for employment in the future. CES invites to courses for completing primary education, but response is very weak. Less than 20% of the invited persons respond to the invitation, and even fewer of them finish primary education. As she pointed out during her presentation, the problem of inviting to courses is that CES sends it only to those who are registered in the records, and large number of Roma population is not  registered.

Mrs. Persin Horvat from the Centre for Social Welfare tried to explain to gathered citizens who and under what conditions has the right to a guaranteed minimum fee or a one – time financial assistance. She also noted that the Social Welfare Act makes no distinction on ethnic grounds, and that staff of the Centre acts according to the law. She pointed out that if a person is not granted a guaranteed minimum fee, she/he has a right to appeal. Mrs. Persin Horvat's presentation sparked a rough debate among the gathered citizens so the guests from the Social Welfare Centre left the public forum.

Mrs. Ingrid Cossetto Bolonovic from Istrian Police Department explained which conditions must be fulfilled by the beneficiary in order to be granted residence in Croatia. She stressed that everyone must have valid travel documents and financial means of support. She noted that in the Istrian County there are no major problems with the applications for residence and that police officers in cooperation with Roma representatives effectively solve problems they encounter.

Community meeting was attended by local media who reported about the event.

Community meeting was held within the project "Legal inclusion and sustainable integration of Roma in Croatia", which is financed by the European Union assistance from the IPA 2012 "Strengthening the capacity of civil society organizations to ensure the effective implementation of EU standards in the realization of human rights" and co – financed by the Office for CSOs, Government of Republic of Croatia.
